India Requires 15-Year Vision To Transform Itself Into Production And Export Hub- The NCAER Report

Ms. Shobha Karandlaje, Union Minister of State for Agriculture and Farmer's Welfare, released the National Council of Applied Economic Research's (NCAER) latest report on "Making India a Global Power House on Farm Machinery Industry" in New Delhi. In their report, NCAER analyzed the non-tractor farm machinery industry from both the demand and supply sides, highlighting the sector's challenges and recommending measures and reforms by benchmarking global practices. The report highlights, among other things, the need for a 15-year plan for India to become a hub for the production and export of non-tractor farm machinery.
For timely farm operations that boost output and productivity while reducing losses, adequate farm power is essential. Because turnaround times are drastically shortened with increased crop intensity, there must be enough power available to conduct timely farm operations for the succeeding crop. Despite significant progress in farm mechanization, its distribution across the length and breadth of our country remains uneven. In 2018-19, our farm power availability is 2.49 Kw/ha, which is significantly lower than in Korea (+7 kw/ha), Japan (+14kw/ha), and the United States (+7kw/ha).
The MoS praised the industry for its excellent work in promoting farm mechanization in India. The industry has demonstrated tremendous innovation and zeal in bringing and developing appropriate technologies, raising awareness, and lowering the cost of farm equipment for end users. The government is putting programmes in place to increase farmers' use of farm power and, as a result, farm efficiency, but it is also working to make these programmes more effective. In this regard, impact analyses and independent audits of the schemes are carried out frequently. Suggestions from a wide range of stakeholders, including farmers, subject experts, research findings, and industries, are always welcome. The NCAER study report on turning India into a world leader in agricultural machinery is a welcome initiative as a result. The report is expected to provide important insights to policymakers.
The study report on making India a global powerhouse in agricultural machinery, which identifies the difficulties in the farm mechanization sector, was received with joy by Dr. Anil Sharma, professor and secretary of NCAER. The report also makes reforms and recommendations based on international best practices, which will be examined by a group of policymakers to find the best approaches to farm mechanization. Senior Department of Agriculture and Farmer's Welfare officials were present, including Mr. Manoj Ahuja, Secretary of DA&FW.
