Dr. Gurbachan Singh, chairman of the task force responsible for developing the Kisan Kalyan Niti (Farmers' Welfare Policy) with a vision to achieve it by 2047, has stated that they are in the process of creating a policy aimed at improving the welfare of farmers. To ensure that the policy is comprehensive and effective, the task force has been engaging in consultations with various stakeholders.

Dr. Gurbachan Singh has proposed taking measures that can conserve water and rejuvenate soil at the same time. Additionally, he suggests managing residue in an eco-friendly manner at the individual farmer level.

Dr. Singh, former chairperson of the Agricultural Scientists Recruitment Board (ASRB), stated that "A task force has been formed by the Haryana Kisan Kalyan Pradhikaran to develop policies in line with Chief Minister Manohar Lal Khattar's vision of a contented farmer. The task force has been given four months to complete its work and has already conducted three meetings with various stakeholders to assess the current support system, the state of agriculture, the marketing system, and other related aspects. Before submitting their report, they plan to hold two to three more meetings with farmers, industrialists, and other stakeholders for further input and discussion."

Dr. Singh, who previously held the positions of Director at the Central Soil Salinity Research Institute (CSSRI) and Agriculture Commissioner for the Government of India, has stated that their primary objective is to ensure that farmers receive a steady and increased income through practical means. Additionally, they are emphasizing the importance of connecting farmers with markets to enable them to sell their produce at higher prices by improving the marketing system and involving private sectors and industries in the process.

According to Dr. Singh, the decrease in the water table is a significant issue that needs to be addressed. To tackle this problem, steps will be taken to conserve water and revitalize the soil. Additionally, it is important to manage agricultural residue in an environmentally friendly manner at the individual farmer level.
