Govt Set to Launch Kisan Rin Portal, KCC Campaign, and WINDS Manual Today

During this fiscal year's April to August period, the government has extended subsidized agricultural credit of Rs 6,573.50 crore. Additionally, a door-to-door initiative will be launched, which aims to include non-KCC holders among the PM-KISAN beneficiaries, who will receive Rs 6,000 annually per identified farmer.

Today in New Delhi, Finance Minister Nirmala Sitharaman and Agriculture Minister Narendra Singh Tomar will inaugurate three crucial initiatives aimed at supporting farmers in India. These initiatives include the Kisan Rin Portal, a door-to-door Kisan Credit Card (KCC) campaign, and the Weather Information Network Data Systems (WINDS) manual.

The Kisan Rin Portal and the door-to-door KCC campaign share a common goal, to simplify access to subsidized loans for farmers. The Kisan Rin digital platform provides an overview of farmer information, loan disbursement specifics, interest subvention claims, and scheme utilization progress. This integration with banks seeks to enhance the efficiency and precision of agricultural credit services.

According to official figures, as of March 30, there are approximately 7.35 crore KCC accounts, with a total sanctioned limit of Rs 8.85 lakh crore. In the current fiscal year, between April and August, the government has also allocated agricultural credit amounting to Rs 6,573.50 crore at a reduced interest rate. To broaden the reach of KCC benefits, the door-to-door campaign will focus on individuals without KCC accounts, including beneficiaries of the central PM-KISAN scheme, which provides Rs 6,000 annually to identified farmers' bank accounts.

As for the WIND portal, the ministry has issued a guidebook that provides the effectiveness of the Weather Information Network Data Systems (WINDS) initiative. This portal is designed to offer stakeholders a thorough grasp of its features, data analysis, and practical utilization. It equips farmers, policymakers, and diverse agricultural stakeholders with the knowledge needed to make informed choices utilizing weather data.

Additionally, the statement emphasized that the portal will also serve the ministry's parametric crop insurance scheme. It will assist with non-scheme parametric insurance initiatives, focused on minimizing crop-related risks and mitigating losses caused by disasters. These programs are currently being executed by the insurance industry.

Kisan Rin Portal (KRP)

In partnership with various government departments, the Kisan Rin Portal (KRP) promises to transform access to credit services through the Kisan Credit Card (KCC). This digital platform provides an overview of farmer information, loan disbursement details, interest subvention claims, and scheme utilization progress, facilitating streamlined integration with banks for more effective agriculture credit.

Door-to-Door KCC Campaign

Introducing "Ghar Ghar KCC Abhiyaan," a campaign ensuring that every Indian farmer can access the Kisan Credit Card (KCC) Scheme. It targets non-KCC holders among PM KISAN beneficiaries and aims to saturate KCC Accounts for eligible PM Kisan farmers. As of March 2023, there are 7.35 Crore operative KCC Accounts with a total sanctioned limit of Rs. 8.85 lakh crores. NABARD leads the execution and monitoring, using a dedicated portal for camp monitoring and KCC issuance to eligible PM Kisan beneficiaries.

WINDS System Manual

The WINDS system utilizes advanced weather data analysis to offer actionable insights. This manual clarifies portal functions, aiding informed decisions for farmers, policymakers, and entities. It also supports the parametric crop insurance scheme and guides States & UTs in integrating with the WINDS platform for transparent data observation and using weather data for improved crop management and risk mitigation.
